With this change you will be required the set the VULKAN_SDK variable on linux.

Yes. We're going to have to do it at some point if we ever want to update the
SDK. If ninja doesn't complain about a include director that might not exists (I
think you'd end up with -I /include), then it could work with the old SDK
without doing anything. But I expect it was complain.
