This may be obvious to you, but I haven't a clue as to what this does by looking
at the name. Also, naming this create when it doesn't actually create the object
is confusing. Maybe ConfigureSharedQuadState?

Done. Agreed, sorry I forgot to update the name. Also, this is going away soon
once all of CompositorFrames are ported over to StructTraits from type
converters.
