[ios] Extracted web_test.h classes into separate files.

web::WebTest, web::WebTestWithWebStates and
web::WebTestWithWebController are now separate classes
placed in separate files. Old web_test.h files is kept
temporary to switch all downstream files to use new includes.

web::WebTest will be moved to ios/web/public in a separate CL. GYP does
not allow using the same file names within a single target, so before
ios/web/public/web_test.mm is created we need to stop using
ios/web/test/web_test.mm.
