Remove [ Failure Pass ] expectation for video-layer-crash.html.

It was mildly flaky before my patch, so in all likelihood this trouble was
caused only by the rebaseline bot picking a bad run on Retina (there are
flaky-but-pass-on-retry failures before and after my original patch on the
flakiness dashboard, and it's not obvious why this test is flaky).

OK, so on the flakiness dashboard it is still occasionally flaking, but that's
because this expectation is there: the runner doesn't retry when the failure is
"expected" (i.e. listed in TestExpectations).

Given that, I believe removing this line will make this platform no more flaky
than the other Mac platforms (which have several blue cells in the flakiness
dashboard, and Linux also has the occasional failure).

I've tried for awhile to figure out what's up here, but I can't repro locally.
But at least this shouldn't be any worse than things were before my patch caused
the bot to land a bad baseline.
