kitchen: CURRENT_TIMESTAMP support

Add -timestamps flag: if set, emit CURRENT_TIMESTAMP and pass
--timestamps to recipes.py

Also fix bug in cook: final annotations were not printed in case of
failure.

Is kitchen still being used? I thought that we replaced that with remote_run in
the recipe engine.

yes, I will replace kitchen with remote_run. Currently too many things change at
the same time and I want to deploy them one by one:
1) kitchen on isolate -> kitchen on cipd
2) kitchen on cipd -> remote_run on cipd

in particular, I don't want to make (isolate->cipd) and
(kitchen_run->remote_run) at the same time
