[telemetry] Enable Chrome logging in TracingBackendTest

This patch adds the following run-time Chrome flags to the test
(https://github.com/catapult-project/catapult/blob/master/telemetry/telemetry/internal/backends/chrome/chrome_browser_backend.py#L119):

  --enable-logging
  --v=1

Now the very fun thing would be if enabling logging did make the flakiness
disappear forever. Wouldn't be the first time I see something like that :)
