There's no Retina trybot as far as I can tell, but I suspect the calls to
testRunner are racy (I'm not sure the dump is synchronized to happen after the
execution of load event handlers; the event firing just puts a new task in the
queue), so I'm 80% sure this is the fix.

I'm happy to revert this and look more closely if this doesn't solve the flakes
for this test.
