Move LayoutTree snapshots to blink.debug.layout.trees category

This reduces overhead of blink.debug.layout category, which is
needed to compute First Meaningful Paint.

heads up? I couldn't find any in Chromium codesearch.

Does the existing first_paint_metrics.html work with the updated category? If
not, would you commit a CL that updates the TBMv2 first, and wait for its roll?

Ah, sorry. I misread the CL. The CL moves the dumps instead, so this should have
no effect on counters tracepoints.
