Add CORE_EXPORT to freezeV8Object() in V8Binding.

Add CORE_EXPORT to freezeV8Object() in V8Binding.

Some IDLs in modules requires FrozenArray<>. (e.g. PaymentAddress.idl)
To use it in modules directory, we should export freezeV8Object() function.
