It looks like this fails to compile:

../../ppapi/nacl_irt/plugin_startup.cc:80:52: error: no type named 'MANUAL' in
'base::WaitableEvent'

Does this depend on another CL?

Oops no, that's just what happens when I do the last few changes manually
(missed a namespace)... Fixed, PTAL.
