Naming: I don't know details about this feature, does it make sense to call it
something like ResourceHintsHandler/Reporter/etc? (consider this as an optional
comment.)

Also, the methods could be Preconnect and Preresolve.

Done. Changed to ResourceHintsHandler. I used the "Dispatcher/DispatcherHost" to
align with some other renderer <=> browser naming schemes, but Handler is
simpler.
