Let me do some testing today on arc++ to make sure this doesn't cause any issues
and then we can enable it.

I did some testing of this yesterday and it seems good. I saw a small increase
in CPU time for each frame but I assume future changes will easily make up for
that.

I've been using this for a few days now. Added your other optimization patch
today and CPU performance improvement is significant as expected and I haven't
seen any issues. Let's land this after 2041193006 is in. Assuming everything
goes well, we should remove the old layer code asap.
