And it needs to be updated if we update the version being pulled in.  If it was
generated as part of the build process, we wouldn't have to worry about it at
all.

This file turns out to be generated from a template as part of the make process,
but the makefile that does it was as illegible as the configure scripts...

This may show how it's being generated:
rm path/poppler-config.h ; V=1 make path/poppler-config.h  
set -x in the shell before the make command may also help.

Did that and figured out that this wasn't generated by make. It's generated by
configure.
