[MD Feedback] Add basic chrome://feedback WebUI.

This change:
- Adds chrome://feedback/ URL and feedback host.
- Opens a placeholder page when chrome://feedback/ is hit.

In the future, chrome://feedback will open in a WebUI dialog.
