Disable HTTP/2 Alternative Service for different host.

Disable HTTP/2 Alternative Service if origin and alternative have different
hostnames.  This is a temporary workaround until https://crbug.com/615413 is
fixed.

You are right, they are not required for most tests.

However, I need to change the port for AlternativeServiceNotOnHttp11 and
FailedAlternativeServiceIsNotUserVisible, so that the HostPortPair does not
match that of the origin, otherwise these tests crash.
