Create temporary Earl Grey test that is flaky on FYI.

Earl Grey has done several hundred runs on FYI without a test failure.
This is a temporary test that fails 50% of the time, and should be
reverted once it is verified.

We'd like to verify that infrastructure correctly handles passed and failed
tests for EarlGrey. Out of the ~700 runs we haven't seen a test failure for the
existing tests so we want to add a test that sporadically fails.

There is a bug filed to remove this, once we are confident things are working.

We talked about doing this with rohit, but he's on leave and you have the OWNERS
permission for this, which is why I'm sending it to you.

I used arc4random since it's included in stdlib, and we don't need to add any
imports for base that could be at risk of not being removed (i.e. all the code
added is contained in this method).
