So... it's not obvious, but this was not really correct

I asked jbudorick, @FlakyTest in practice is the same as @DisabledTest
(difference is @FlakyTest runs on the flaky bots downstream, but that only
applies to downstream tests)

But disabling hammer is a bit too big here. Could have sliced this in two ways:
do not run these on L or up (which covers the bots mentioned in the bug), and do
not run these tests in multiprocess mode.

Having tests run in CQ is still important, and in general, I'd be careful
disabling tests that are not flaky on cq/main waterfall. Flakes on
chromium.android only do not affect developers day to day, so are not that
urgent to fix.

https://codereview.chromium.org/2039463004/ by boliu@chromium.org.

The reason for reverting is: Avoid disabling these tests on CQ.
