[Media Router WebUI] Delay putSearchAtBottom_() until after imports

This change ensures that a call to putSearchAtBottom_() is made after
all the html imports have been completed. This should ensure that the
reference to search.offsetHeight is not zero when it sets margins and
padding.

Unfortunately I've only been able to repro this bug in a very strange way (see
bug) but this fixes it at least for that repro process. When it happened I found
that the same thing was happening as with the recent first run flow bug: the
search element existed but function calls over several event loops saw its
offsetHeight as 0. If this is indeed a true fix, it also means that this is
another mysterious problem with delaying imports :/. PTAL, thanks!
