Enable MD for Chrome on Windows.

Enable MD for Chrome on Windows.

This enables MD for all remaining platforms since it's already on for Linux,
Mac, and Chrome OS.  I'm not sure what the effects on iOS and Android will be;
I'm hoping they don't even use this file, or if they do, and there are problems,
that the trybots will show them.

We used to have a compile-time flag that controlled which platforms
had the extra MD asset paks included in their builds, and MDC
would return NON_MATERIAL if this flag did not exist. However,
that flag was recently removed

which means that with your change it would be possible for
Android/iOS to query MDC and have it return MATERIAL_NORMAL.

However, I don't know of any places where that happens, and
it seems unlikely that someone would introduce such a call.
But with that said, we can eliminate the risk completely
by just appending || defined(OS_WIN) after || defined(OS_MACOSX).
I would prefer that approach.
