This seems wrong. Underscores function just fine in DNS.
http://_test.netsekure.org/ works in Chrome just fine and this method will
return true.

It is true that this code matches the spec, but it looks like the spec needs
updating. Also, I'm not sure if we should be committing this code before
resolving this issue.
