Naively, I would expect this to fix https://crbug.com/585284 as well, but it
looks like we're still failing form-targets-cross-site-frame.html.  I take it
something else is needed?

Sorry for the confusion.  The CL under view fixes POST submissions for
https://crbug.com/585284 as well, but the full fix requires *both*: 1) the CL
under review and 2) handling form submissions targeting remote frames (currently
in CQ: http://codereview.chromium.org/1999573003).
