This should *really* have a test. I thought it'd be easy to copy-paste and
adjust some existing "update with permission increase" test, but we don't seem
to have such a test?!?!
Since I don't really have more time to sink into this right now, and also since
we might want to get this into M52 which branches tomorrow, here's a CL without
tests for now.
