Can you explain why this is no longer needed in tests?

I think it was a bug that they were needed in the first place.

It was causing either timeouts or DCHECKs in the unit tests with the new code. I
think it had to do with the DidSwapBuffers notifications not being throttled by
is_lost_ before this patch.
