This is a minor tweak to the whole identity switcher button positioning issue.
When the browser window is started as maximized, the was_activated_ flag is set
to true before the window is actually visible and so WM_GETTITLEBARINFOEX still
returns the wrong information. Wait until the hwnd_ is actually been made
visible.

NOTE: there is still a slight difference in offset calculation between maximized
and normal. This will keep the button from overlapping the existing buttons.
Eventually, all the buttons will be painted and we'll have more control over the
entire positioning.
