Can you remove the windows specific code from
accelerator_commands_browsertest.cc and kill
|AcceleratorCommandsFullscreenBrowserTest::put_window_in_immersive_|

The Windows specific code is still correct, should we really remove it?  The
same code will have to be added back when these tests are fixed.
