Sorry if this is a naive questions, but why not add to the top-level OWNERS to
avoid duplicating the same file everywhere?

That's the final goal (well, at this point, it should be this week) since
owners.py doesn't support recursive rules, but in the mean time, we still need a
stopgap. There's already a large backlog of things that need to go through
security review, and I'd rather the list not get any longer. There's not a huge
cost to adding these rules, since the mojom interfaces are conveniently
separated anyway.
