lgtm, thanks for cleaning this up. Suggestion for follow-up: delete the (unused)
remaining code in cc/animations for supporting impl-only animations of
properties other than scroll offset. For example,
ElementAnimations::AccumulatePropertyUpdates can be deleted altogether.

Also, for the description, I think you mean "IsAnimatingOnImplOnly".
