Remove akalin and szym from OWNERS files.

Remove akalin and szym from OWNERS files.
They no longer work on Chrome.

if either Szymon or Fred intended on being an outside contributor?  or do we
only want full-timers so people don't wait extended periods waiting for a
review.

This is generally what we do when people leave the team.  It's aimed at making
sure reviews aren't directed to people no longer working full time on Chrome. 
We certainly don't want to discourage them from contributing, and if either of
them is interested in contributing, and even maintaining ownership, that's
great.

I'll cc them both on this CL, just in case.

Also - if either of them wants to stay OWNERS I am also more than happy. But I
agree that they may not and I don't want reviews going into a black hole.

I've seen some OWNERs files decorate some usernames to point out they have
'emeritus' status or something, but I guess that's non-standard and won't work
with tools.. so LGTM. Although if Fred chimes in and would like to keep
ownership I would be fine with that as well.
