FYI I have a patch in flight that adds some extra expectations to further triage
these failures. I suspect that this exclusion will still be necessary, as
there's a definite failure condition if a section of the test takes > 10s to
execute.

I'm seeing timeouts rather than failures, e.g. in
https://build.chromium.org/p/chromium.memory.fyi/builders/Windows%20Browser%2...
and
https://build.chromium.org/p/chromium.memory.fyi/builders/Windows%20Browser%2...
(which fails and times out). Even if you can fix the failures, it seems like the
tests are just taking too long on DrMemory, and that happens enough that we just
exclude them rather than trying to bug you to speed them up.

Yupp those logs point to what I feared was happening. These tests do a lot of
"wait_for_something()" spinning on the UI thread, and most of the failures I can
see are from those calls. The instrumentation I added in my patch does indicates
that a section of the test takes too long to run, which causes a failure, which
causes infinite spinning.

So, this is the right call.
