Revert of DevTools: blur previous element when focus changes (patchset #2 id:20001 of https://codereview.chromium.org/1950343003/ )

Reason for revert:
This patchset breaks the ability to hide the color picker popover in some cases.  See https://bugs.chromium.org/p/chromium/issues/detail?id=611803

Reverting will break the original bug, affecting focus in the full text search drawer.
