MB: Flip Android bots in chromium.webrtc.fyi to GN.

Intentionally flipping only Android Builder (dbg) and
Android Builder ARM64 (dbg) over to GN, since they're currently
failing since the GYP build seems to have rotten already.

The "Android GN" bots and the testers we have in the waterfall will
be removed/updated in separate CLs.
