I don't understand why the linter version needed to be updated. Nothing changed
in linter that these packages are now dependent on, and the old version wouldn't
have prevented pub from solving the constraints (if I understand correctly).

Actually you're right.  The constraint solver will effectively ensure a lower
bound of 0.1.16 so this is at best a no-op.

Happy to back it out if it matters...
