Fixing perfbots for run_measurements

This is a fix for run_measurements which explicitly sets pageset_repeat.

This will not fix benchmarks, which will be a different patch.

SInce this is breaking the bots, I recommend git cl dcommit to avoid leaving the
bots broken for a day while the cq chews on this.

Don't worry about those trybot failures, they don't look relevant.
