This is the simplest GN refactoring I could do so that media/base can reference
files in media/filters. WDYT?

It is a pain. filters/ depends on formats/ and video/, formats/ depends on
filters/, and there are probably others.

I'm okay with some temp changes to get gn check passing, but longer term we
should reorganize these folders.

Can you mark with this with a to-do at least if you don't want to do the split
now?
