Add GYP support for packaged manifests

Also hooks up mojo:user to exe:content_browser's manifest
in GYP builds.

lgtm 2, the mojodomstorage tests pass with it patched in.

There may be another missing entry in the manifest for mojo:tracing app, I'm
seeing this in the output.

Nah that's intentionally not present, though really we should probably not be
trying to load it at all in chrome.

We try to load that because of the Tracing client lib that various mojo services
use. I think it's reasonable to have a collection service (for tracing & other
profiler functions). Since this stuff doesn't seem quite ready for prime time
however it may be more effective to stub out a mojo:tracing that chrome can
provide.
