nit q: Is the context usually the first parameter? Usually const params are
first in Chrome, but I've seen otherwise in Blink.

There are lots of cases in blink where const parameters are not always first
(e.g. public/web/WebBindings.h). Happy to change it if people think it is better
style. I don't see anything in the Blink coding style guidelines that mention
this.
