When pushing new property trees to the active tree, we do a node-by-node copy of
damage state if there hasn't been a tree rebuild in between, since this means
that the old and new trees have the same structure (that is, the same number of
nodes, and nodes in corresponding positions have the same owner). Ordinarily,
damage stored at a node gets propagated to descendants at the next tree update.
However, when copying over damage to new trees, there's no guarantee that the
new trees need an update (they will have already been updated on the pending
tree, and if nothing has changed since then, they won't need another update). It
turns out that we happen to always force an effect tree update on activation
(since is_drawn can change on the active tree), but we don't force a transform
tree update. So if we have transform tree A->B->C, where B has damage, this
doesn't get propagated to C, so layers pointing to C aren't damaged. Forcing a
full tree update just to propagate damage seems like a waste, so this CL just
propagates the damage after it gets copied.
