Add default Windows manifest to four .gn executables

Windows executables need a manifest to specify OS compatibility. This is
the last (?) change to add these manifests for Chromium.

This should be the last one - I hope. Just boilerplate additions, discussed with
brettw@. I verified that these changes cause manifests to be added to the four
.gn executables they are supposed to affect.

I uploaded this from a native_client enlistment inside chromium - I hope that
works.
