When would you use this function without Dart_CreatePrecompiledJITSnapshotBlob?

Would one API function (Dart_CreatePrecompiledJITSnapshot) that does both be
enough?

I expect we'll get to a place with something like

host:
   Dart_PrecompileJIT()  "more conservative tree-shake"
   Dart_CreateSnapshot();
target:
   first launch
   Dart_Initialize(snapshot without code)
   end of first frame
   Dart_CreatePrecompiledJITSnapshot()
   second launch
   Dart_Initialize(snapshot with the code for needed for startup)
