Add more detail to the layout test server cli_wrapper command help.

Reason for this CL:
I wanted `run-blink-wptserve` to print the port numbers it uses, but then I
realized that it already does this if I start it with -v. Thus changing the help
message to make this clearer.

Could you check the docstring/help strings to make sure they're accurate?
