PTAL. There was a bug complaining that the warning icon takes too long to
appear.

I investigated loading the icon without using iron-icon, but the icon is
expressed in SVG, which means it non-trivial to theme to the correct color -
there'd be 10-20 lines of relatively esoteric JavaScript.

One alternative I did not investigate is loading polymer immediately from only
the non-CrOS account picker UI. The disadvantage here is that it the code is
conceptually forked; this code will also need to stay for CrOS environments.
