Remove GYP build from bots and 'gclient runhooks'

Remove GYP build from bots and 'gclient runhooks'

This starts the process of eliminating the GYP build of standalone NaCl.
This doesn't touch any .gyp or .gypi files, most of which are still used
in the Chromium build (which still needs to support GYP for a little
while longer).  It removes the GYP-related steps from the bot runs, and
removes the machinery for running GYP manually or via gclient.

Derek, please confirm that the pnacl bot changes are OK.  AFAICT the GYP builds
being done there are not actually used for anything on the bot, so I didn't do
anything to replace them (e.g. with a GN build).

LGTM. and yes, those builds were not used on the bot; they were just there to
try to catch potential problems with an ARM Linux/CrOS build.
