hooray for tests, looks like they found a bug! i'll add a fix along withe test
in the next snapshot.

@rocket, snapshot 4ken alters the test to never signal completion so connection
establishment is allowed to fully play out.
Connect(user_service::kUserServiceName) fails but OnUserServiceConnectionError
is never called. It's not possible to set connection error handlers on the user
or leveldb services since they don't yet (and never will in this failure mode)
have a router.
