Update OS version checks.

This CL updates the strings displayed in the webapp when downloading the
host installer and updates the Wix script to remove support for Windows XP.

I'm not sure the trybots have the Wix toolchain installed, so if you could also
patch this into a local branch and check that my changes compile, I'd appreciate
it--I don't have an up-to-date Windows enlistment to test it.

The previous string also mentioned the minimum server version (WS2008 R2 now),
not sure if we want to keep this string simpler or also specify that as well.

I think I'd rather keep it simple and consistent with the web-app (which
displays the string for every download, so simplicity is more important).
