lgtm, but wait for rch's stamp since this code coordinates with the internal
repo in some way I don't understand.

As davidben mentioned, these files are shared with the internal repository, and
we'd like to keep them in sync as much as possible. Typically, we make changes
to these shared files in the internal repo and them merge the changes to
chromium. Going the other direction often leads to merge conflicts. 

Confusingly, some of the _openssl.cc files in this CL are named _openssl.cc
internally, but some aren't. 

Internal version has _openssl:

aead_base_decrypter_openssl.cc
aead_base_encrypter_openssl.cc
channel_id_openssl.cc

Internal version does not have _openssl:

aes_128_gcm_12_decrypter_openssl.cc
aes_128_gcm_12_encrypter_openssl.cc
chacha20_poly1305_rfc7539_decrypter_openssl.cc
chacha20_poly1305_rfc7539_encrypter_openssl.cc
p256_key_exchange_openssl.cc
proof_source_chromium_openssl.cc

Adding even more confusion, the chacha20_poly1305_rfc7539_* have been renamed
(internally) to remove rfc7539 from the names, and this change will be landing
in chromium next week.

Ok, all of that being said, I suspect the easiest course of action is to land
this CL now, and I'll also land a CL to remove _openssl from the 3 internal
files which have it in the names, and we just won't merge that to Chromium.

I guess that's a very very very long winded way of saying, LGTM.
