Place an impl of BluetoothLocalGattCharacteristic::Create in the
bluetooth_local_gatt_characteristic_bluez.cc file.

#if !defined(OS_CHROMEOS)... this generic impl. 

This is the pattern I see used most other places, incl device/bluetooth. It
avoids the #if defined wrapper around include lines, and once all platforms have
impls then this default impl goes away entirely.
