Nasko, can you take a quick look?  I'm just removing an invariant that I
realized was incorrect, plus test.  Shouldn't be a problem for the remaining
RequestOpenURL code-- I just added the DCHECK in
https://codereview.chromium.org/1540463002/ to help reason about when it would
be called.
