This CL removes a bunch of unneeded, unmaintained bots:

- Chromium Builder
- Chromium Builder (dbg)
- Chromium Win MiniInstaller Tests
- Chromium Win x64 Clobber (will move to the chromium master)
- Ozone ECS Linux (obsoleted by Cast bots)
- Vista Tests (dbg)(1)
- Vista Tests (dbg)(2)
- Win8 Tests(1)
- Win8 Tests(2)
- Windows 8 App Certification
- Windows Browser (Drmemory Light) (1)

I don't know if we decided to move the Win8 Tests(*) bots to the main waterfall,
or set up Win10 Tests on the main waterfall, or let them go?

I will also rename the Win10 bot and flip it to GN is separate CLs, and move the
x64 bot to the chromium waterfall in a separate CL.

I was planning to re-use the slave, and it's easier to drop it in one CL and add
it in another since I need
to juggle src-side MB changes as well.
