Add resources for download notification

Add resources for download notification

There are some issues on download notification icons:
1. Pause button has a wierd outline.
2. cancel button looks lighter than pause/resume

This change adds new resources to address those issues.

Did you run the assets through tools/resources/optimize-png-files.sh?  If not,
please do before submitting -- also test and make sure it doesn't break them

Thanks for the suggestion. After running the script, pause_download.png is
identical to ic_vidcontrol_pause.png, so we only need resume_download.png. Yay!
