This should probably be in chrome/app/chromium_strings.grd and
chrome/app/google_chrome_strings.grd, not ui_strings, since it's a chrome
concept.

No, strings that are common to chrome and chromium go in
chrome/app/generated_resources.grd (but yes, ui/ doesn't look right)
